The American academic scientist Donabedian argues that there are four levels of evaluation in a health system. Review of the inputs, where evaluated the personnel, equipment, facilities, costs, and other factors related to the structure and content of a health service. The evaluation of the process, which refers to the use of specific procedures for cases of diagnosis or treatment. Review of intermediate outputs, which considers the use of health services (e.g. hospital beds, private or outpatient) and the volume of product produced directly (e.g. laboratory tests, vaccinations or surgeries). The relative inputs to outputs is the measure of efficiency of a service.The evaluation of the results is the final objective of the evaluation and report on the impacts of the health of individuals or populations. evaluation of the results can be done during the operation of the service, or retroactively or when it will be most apparent health effects.
