This situation is due to the fact that customers don't trust Russian materials , preferring to pay more for quality goods . " Customers more and more often require foreign materials to be used in erecting and finishing buildings despite their higher cost " , said an official from " Glavmosstroy " ( Chief Department for Construction in Moscow ) who wished to remain unidentified . " The present - day customer makes exacting demands and doesn't want inferior Russian materials " , confirms Tatyana Melichuk , an expert from the Moscow Architects Association . Mrs Melichuk also says that Russian materials are now used mainly in walls , floors , and foundations , i.e. where their awful appearance is never seen by the customer . The range of Russian materials is gradually shrinking and is currently confined to cement , sand , bricks and sawn timber . It is quite another matter when you need facing tiles , varnishes and other finishing materials .
