Σύμφωνα με τις διατάξεις της παρ. 4ε του άρθρου 44 του ν.4150/2013, έργο της Επιτροπής Σχεδιασμού και Ανάπτυξης Λιμένων είναι η έγκριση, αναθεώρηση και επικαιροποίηση των αναπτυξιακών προγραμμάτων και μελετών διαχείρισης (Master Plan) των λιμένων, με τα οποία καθορίζονται τα μέγιστα επιτρεπόμενα όρια της Ζώνης Λιμένα , οι επιτρεπόμενες προσχώσεις , οι χρήσεις γης , οι όροι και περιορισμοί δόμησης , οι κυκλοφοριακές ρυθμίσεις και κάθε αναγκαίο στοιχείο για την εξυπηρέτηση της λειτουργικότητας και της ασφάλειας του λιμένα».
