Ωστόσο το σημαντικότερο επιχειρησιακό πρόβλημα αφορούσε στην έγκαιρη διανομή επαρκών ποσοτήτων εμβολίων. Ο οργανισμός παρείχε περίπου 78 εκατομμύρια δόσεις εμβολίων σε συνολικά 77 χώρες αλλά με σημαντική καθυστέρηση. Η καθυστέρηση αυτή οφείλονταν σε μεγάλο βαθμό στην μη έγκαιρη παραγωγή των εμβολίων όπως επίσης και σε προβλήματα του δικτύου διανομής και σε γραφειοκρατικά και νομικά κενά για την δωρεά και διακίνηση των εμβολίων. Στην περίπτωση αυτή η έλλειψη κανονισμών και μηχανισμών για την παράκαμψη των εθνικών νομοθεσιών κατά τον χειρισμό μιας υγειονομικής κατάστασης εκτάκτου ανάγκης σε παγκόσμιο επίπεδο αναδείχθηκε σε μείζον πρόβλημα ενώ σημαντικές ήταν επίσης οι ελλείψεις των δικτύων διανομής, αποθήκευσης και χορήγησης των εμβολίων σε διάφορες επιμέρους χώρες. Το κενό σε σχέση με την διάθεση εμβολίων στις αναθεωρημένες οδηγίες του 2005 καλύφθηκε εν μέρει μεταγενέστερα από τον οργανισμό (Fineberg, 2014, World Health Organization 2011b).
