2. Έλλειψη ιατρικού και νοσηλευτικού προσωπικού, αφού το προσωπικό που συνταξιοδοτείται δεν αντικαθιστάται, και ως αποτέλεσμα θέτει σε κίνδυνο την εύρυθμη λειτουργία του νοσοκομείου.
3. Ανεπαρκής έλλειψη κινήτρων και μεθόδων εκπαίδευσης του προσωπικού σε συνεχή βάση, ώστε να είναι εναρμονισμένοι με τα διεθνή πρότυπα. Παρόλο που ο κύριος στόχος τους είναι η παροχή υψηλής ποιότητας υπηρεσιών, δεν υπάρχει σαφής καθοδήγηση στον τρόπο συμπεριφοράς απένατι στους ασθενείς.
