Το 2003, το Περιφερειακό Ευρωπαϊκό Γραφείο του Παγκόσμιου Οργανισμού Υγείας ανέπτυξε και έθεσε σε εφαρμογή το πρόγραμμα PATH- PerformanceAssessment Tool for Quality Improvementin Hospitals με στόχο τη δημιουργία ενός ευρωπαϊκού δικτύου Νοσοκομείων προώθησης της κουλτούρας αυτοβελτίωσης της ποιότητας των παρεχομένων υπηρεσιών.
Το πρόγραμμα αναγνωρίζει πως βασική προϋπόθεση για τη βελτίωση των παρεχομένων υπηρεσιών είναι η αποτύπωση της υπάρχουσας κατάστασης μέσω της συλλογής δεδομένων. Η συλλογή και η μελέτη των δεδομένων από όλους όσους εμπλέκονται στις ανάλογες διεργασίες αποτελούν, άλλωστε, την αφετηρία των προσπαθειών συνεχούς βελτίωσης.
