Τα άρθρα 450 και 451 εφαρμόζονται και όταν το έγγραφο βρίσκεται σε δημόσια αρχή ή δημόσιο όργανο ή άλλο υπάλληλο νομικού προσώπου δημόσιου ή ιδιωτικού δικαίου, εκτός αν πρόκειται για έγγραφα που ανάγονται σε απόρρητα του κράτους σχετικά με την ασφάλεια και τις διεθνείς σχέσεις του.
