In this case the lack of regulations and mechanisms to circumvent national laws when handling an emergency health situation worldwide has become a major problem and was also significant shortages of distribution networks, storage and administration of vaccines in individual countries. The gap relative to the available vaccines in the revised guidelines of 2005 partially covered later by the body (Fineberg, 2014, World Health Organization 2011b).
