Το φορτίο ή το ταχυδρομείο υψηλού κινδύνου προσδιορίζεται με βάση κοινή εκτίμηση κινδύνου της Ευρωπαϊκής Ένωσης, η οποία επανεξετάζεται σε τακτά διαστήματα. Στην εκτίμηση κινδύνου επιτρέπεται να λαμβάνονται υπόψη τα ακόλουθα στοιχεία, χωρίς όμως ο κατάλογος να είναι εξαντλητικός: προέλευση και προορισμός του φορτίου της αποστολής, πορεία,•γνώση των συνιστωσών της αλυσίδας εφοδιασμού,•είδος εμπορευμάτων,•τεκμήρια και άλλες πληροφορίες, συμπεριλαμβανομένων των πορισμάτων επιθεωρήσεων.
